International Abstracts in Operations Research (IAOR) Online <http://www.palgrave-journals.com/iaor/index.html> is the definitive database of the world's OR/MS literature. Published by Palgrave Macmillan on behalf of IFORS, it consists of 70,000+ selected and categorised abstracts from hundreds of individual journal titles, going back more than 25 years.
Through the INASP initiative <http://www.inasp.info/> IAOR Online is made freely available to approximately 600 institutions in developing countries. If you are a user at one of these institutions you will automatically receive free online access to this database <http://www.palgrave-journals.com/iaor/search/executeSearch> .
